What is SBCTA? 

The San Bernardino County Transportation Authority (SBCTA) is responsible for cooperative regional planning and furthering an efficient multi-modal transportation system countywide. As part of this effort, SBCTA is building a network of Express Lanes starting with Interstate 10 (I-10). SBCTA has partnered with The Toll Roads as the account and payment processing partner for the SB Express Lanes. 

Where are the SB Express Lanes on I-10? 

The SB Express Lanes are in San Bernardino County on I-10 between the Los Angeles/San Bernardino County Line and I-15. The Express Lanes include two tolled lanes in each direction in the median of the freeway, and anyone can choose to use them for a fee.  

How do I enter and exit the SB Express Lanes on I-10?

Drivers can enter and exit the SB Express Lanes on I-10 from multiple points, providing sufficient opportunity to reach various interchanges and destinations along the corridor. 

There are three entry points and four exit points in the eastbound direction and four entry points and four exit points in the westbound direction. Exiting or entering the SB Express Lanes at points other than those indicated is illegal.

Drivers can enter the eastbound SB Express Lanes on I-10 from the general purpose lanes at entry points located at: 

  • The Los Angeles/San Bernardino County Line
  • Mountain Avenue 
  • Fourth Street 

Drivers can enter the westbound SB Express Lanes from the general purpose lanes at entry points located at: 

  • Etiwanda Avenue/I-15 
  • Haven Avenue 
  • Fourth Street 
  • Mountain Avenue  

How much does it cost to use the SB Express Lanes on I-10? 

Toll pricing is dynamic and fluctuates based on traffic levels and congestion. Exact pricing will be advertised at each point of entry within the corridor.

How do I pay for tolls on the SB Express Lanes on I-10?

Electronic toll collection is used to collect tolls in the SB Express Lanes on I-10. Here are the multiple ways to pay for tolls on the SB Express Lanes on I-10: 

  • FasTrak®: establish a FasTrak account with any California toll agency including The Toll Roads, the account and payment processing partner for the SB Express Lanes.  
  • Pay Online: Visitors, infrequent users, and those without a FasTrak account can alternatively pay for tolls online up to five days after their trip at SBExpressLanes.com/PayOnline. For future trips, drivers can provide a credit card to cover trips up to 30 days in the future.  

To pay cash for tolls within five days after using the SB Express Lanes, drivers can pay cash for their trip by going to the Pay with Cash page and utilizing PayNearMe to find participating locations. The PayNearMe statement transaction will show payment to The Toll Roads, the account and payment processing partner for the SB Express Lanes. Select the “Pay with cash” option in step 3 of the process to obtain a barcode.

Can large trucks or vehicles towing trailers use SB Express Lanes? 

The use of SB Express Lanes is governed by California Vehicle Code § 22406 which states that “No person may drive any of the following vehicles on a highway at a speed in excess of 55 miles per hour.” 

(a) A motortruck or truck tractor having three or more axles or any motortruck or truck tractor drawing any other vehicle. 

(b) A passenger vehicle or bus drawing any other vehicle. 

(c) A school bus transporting any school pupil. 

(d) A farm labor vehicle when transporting passengers. 

(e) A vehicle transporting explosives. 

(f) A trailer bus, as defined in Section 636 

To use the SB Express Lanes, your vehicle must be allowed to be driven at speeds above 55 miles per hour. Generally, this means that only vehicles with two axles, including motorcycles, are permitted to use the SB Express Lanes. Examples of prohibited vehicles include vehicles carrying a trailer or towing another vehicle. 

If a prohibited vehicle enters the SB Express Lanes, CHP may issue a prohibited use of freeway violation ticket, (California Vehicle Code § 22406). 

What happens if the pricing sign display is blank when I enter the SB Express Lanes? 

If you traveled on the SB Express Lanes during a time when the pricing sign display is blank, you will not be charged for the trip.  

What if I have car trouble while in the SB Express Lanes? 

If you can do so safely, move your vehicle to a median or shoulder out of traffic lanes. Call 911 or your own private roadside assistance service and stay inside your vehicle with your seat belt on until help arrives. During peak travel periods, SB Express Lanes Freeway Service Patrol (FSP) is provided at no charge to express lane customers in need. When you call 911, the California Highway Patrol may contact FSP to assist you. FSP can provide a jump, change a flat, or perform other minor repairs to get you back on the road, if safe to do so.  Otherwise, FSP will tow your vehicle to a designated safe location off the freeway. Outside of peak travel periods, the 911 dispatcher will connect you to the Rotational Tow Program (standard rates apply) available through the California Highway Patrol. 

How does enforcement work on the SB Express Lanes? 

For SB Express Lanes to operate efficiently, a combination of visual monitoring by California Highway Patrol (CHP) vehicles, photo enforcement and FasTrak is used to ensure legal use of the SB Express Lanes. 

If you are a FasTrak customer, when traveling on the SB Express Lanes, a numeric display will indicate the transponder occupancy setting you selected. The numeric display is visible to CHP who will perform a visual verification of the vehicle and cite non-compliant drivers who have selected a transponder occupancy setting that exceeds the number of occupants in the vehicle. 

How can I pay tolls if I have a new car with paper plates from the car dealership? 

According to California law, all new vehicles sold after January 1, 2019, must have a temporary license plate with a temporary license plate number. Permanent license plates with permanent license plate numbers are issued by the California Department of Motor Vehicles within 45 days. 

If you have a FasTrak account, you must add the temporary license plate number to your account before driving the SB Express Lanes. Once you receive and put the permanent plates on your vehicle, the permanent license plate number must be added to the account before driving the SB Express Lanes.  

If you do not have a FasTrak account, the temporary and permanent license plate numbers can be used to pay your toll using the methods below. 

  • Pay Online: Visitors, infrequent users, and those without a FasTrak account can pay for tolls online up to five days after their trip at SBExpressLanes.com/PayOnline. For future trips, drivers can provide a credit card to cover trips up to 30 days in the future.  
  • To pay cash for tolls within five days after using the SB Express Lanes, go to SBExpressLanes.com/PayOnline and utilize PayNearMe at participating locations. What is FasTrak? 

FasTrak is a toll collection system that allows drivers to easily pay tolls on electronically tolled bridges, lanes, and roads in California without stopping. 

FasTrak drivers can open an account with a California tolling agency, including The Toll Roads, the account and payment processing partner for the SB Express Lanes, and affix a transponder to their vehicle’s windshield. When they pass through a toll point, the toll is automatically applied to their FasTrak account.

Do I need a FasTrak account to use the SB Express Lanes on I-10? 

No, you do not need FasTrak to use the SB Express Lanes on I-10. However, FasTrak is the best way to pay the lowest tolls and receive discounts on the SB Express Lanes and all other electronically tolled bridges, lanes, and roads throughout California.  

Visitors, infrequent users, and those without a FasTrak account can pay for tolls online within five days after their trip at SBExpressLanes.com/PayOnline. For future trips, drivers can provide a credit card to cover trips up to 30 days.   

To pay cash for tolls within five days after using the SB Express Lanes, go to SBExpressLanes.com/PayCash and utilize PayNearMe to find participating locations. The statement transaction will show payment to The Toll Roads, the account and payment processing partner for the SB Express Lanes. Can I use my current FasTrak account with another California Toll agency? 

Yes, you can pay tolls on the SB Express Lanes with any FasTrak transponder issued by a California toll agency. You only need one FasTrak account. You can use your FasTrak account and transponder from another California toll agency on any electronically tolled bridge, lane, or road in California. 

A transponder associated with a valid FasTrak account is required to be eligible to receive discounts and pay the lowest toll. The Toll Roads is the account and payment processing partner for the SB Express Lanes, and an account with The Toll Roads is required to enroll in the SB Express Lanes equity assistance programs.   

Sticker transponders, switchable transponders known as FasTrak Flex® transponders, or non-switchable transponders all work on the SB Express Lanes. A FasTrak Flex switchable transponder is required to receive a carpool discount.  

How do I open a FasTrak account? 

You may establish a FasTrak account with any California toll agency, including The Toll Roads. As the account and payment processing partner for SB Express Lanes, The Toll Roads is familiar with the SB Express Lanes’ policies and programs and can assist with questions about their transactions more readily. An account with The Toll Roads is required to enroll in the SB Express Lanes equity assistance programs.

What if I already have a FasTrak account with another toll agency? 

You only need one FasTrak account. You can use your FasTrak account and transponder issued by another toll agency on any tolled bridge, lane, and road in California.

All new FasTrak accounts established with The Toll Roads include free sticker transponders that can be used to pay tolls on every electronically tolled bridge, lane, and road in California. FasTrak Flex switchable transponders are also available for purchase and are required to receive carpool discounts. 

What happens to my account if I sold my vehicle and got a new one?  

Log into your FasTrak account to update your vehicle information by adding your new vehicle and removing your old vehicle to avoid paying future tolls on your old vehicle.

If I sign up today, when will I receive my transponder? 

Depending on which toll agency you open an account with you will receive a FasTrak transponder within a few weeks to the address listed on your application once an application is received. You can open an account with The Toll Roads, the account and payment processing partner for the SB Express Lanes by clicking here.

To begin driving the SB Express Lanes, be sure your vehicle’s license plate number is registered to your account. While you wait to receive your transponder in the mail, tolls will be collected using images of your license plates taken at tolling locations.  

Where in San Bernardino County can I get a transponder? 

If a driver establishes a FasTrak account with The Toll Roads, the account and payment processing partner for the SB Express Lanes, they can choose to receive their transponder by mail or by visiting the San Bernardino County Customer Service Walk Walk-In Center at the Rancho Cucamonga City Hall located at 10500 Civic Center Dr, Rancho Cucamonga, CA 91730, M-TH,7:00 a.m. to 4:30 p.m.

FasTrak toll credits may also be purchased at select Costco locations including two in the San Bernardino/Inland Empire area:

What are the different types of transponders and why do I need one?

To pay the lowest toll price or be eligible for carpool discounts for the SB Express Lanes, or to pay for tolls on any electronically tolled bridge, lane, or road in California, a FasTrak account and properly mounted transponder are required. This transponder-based system allows travel without stopping to pay a toll. State law also requires a transponder to be in the vehicle or valid license plates properly mounted to the vehicle. (See California Vehicle Code § 23302.) 

Sticker transponders must be adhered to the inside of the windshield and cannot be moved or adjusted or it will break and become unusable.  

Non-switchable hardcase transponders do not have a small black switch that can be moved to indicate the number of people in the vehicle and thus drivers cannot receive the 3+ discount with this transponder. Hardcase transponders may be moved from car to car but every vehicle’s license plate that travels in the SB Express Lanes must be listed on the FasTrak account to avoid receiving a Notice of Toll Evasion.  

If there are three or more people in your vehicle and you want to receive the 3+ carpool discount, you will need a FasTrak Flex switchable transponder. FasTrak Flex switchable transponders have a small black switch that can be moved to indicate the number of people in the vehicle. To receive the 3+ carpool discount, you will need to set your transponder to indicate 3+ people when traveling in the SB Express Lanes. If you plan to travel in the SB Express Lanes, Los Angeles Metro Express Lanes, 15 Express Lanes in Riverside County or Express Lanes in the Bay Area and wish to receive a discount for carpooling, you will need a FasTrak Flex switchable transponder.  

How do I install my transponder? 

If I am a FasTrak account holder, do I need a transponder for each of my vehicles? 

If you elect to use a FasTrak Flex switchable transponder or a non-switchable hardcase transponder, which can be moved from vehicle to vehicle, you do not have to have a transponder for each vehicle. If you elect to use a sticker transponder, one is required for each vehicle associated with your FasTrak account. The license plate for every vehicle that travels in the SB Express Lanes must be listed on your FasTrak account to avoid receiving a Notice of Toll Evasion Violation.

Do motorcycles use transponders? 

Motorcycles are permitted to use the SB Express Lanes without a transponder and will not be charged a toll.    

Where can I use my FasTrak transponder?

You can use your FasTrak transponder on any electronically tolled bridge, lane, or road in California. The SB Express Lanes exchanges limited information with other toll agencies within the state to provide you with seamless travel with a single account.  

If I have both a sticker and a switchable hardcase transponder mounted inside my vehicle, will I be charged twice?  

If you have both a sticker and a FasTrak Flex switchable transponder in your vehicle, only one will be charged.

SB Express Lanes offers discounted rates to carpooling and/or high occupancy vehicles. When driving with two transponders, the appropriate toll will be collected based on the settings on the FasTrak Flex switchable transponder.

Pay Online

How do I pay for SB Express Lanes tolls online without a FasTrak account?

Drivers without a pre-established FasTrak account can pay for tolls online up to five days after their trip in the SB Express Lanes on I-10. A credit card can be added to cover trips of up to 30 days in the future. Drivers will need to have their vehicle’s license plate number to pay for tolls online. Discounted toll prices will not apply when using the SB Express Lanes on I-10 without a FasTrak account. 

How and where can I pay tolls using PayNearMe? 

Drivers can pay tolls, replenish FasTrak accounts and resolve violations using PayNearMe at participating locations.  The statement transaction will show payment to The Toll Roads, the account and payment processing partner for the SB Express Lanes. Select the “Pay with cash” option in step 3 of the process to obtain a barcode. 

How can I avoid receiving a Notice of Toll Evasion if I drove the SB Express Lanes on I-10 but don’t have an account? 

Here are the multiple ways to pay for tolls on the SB Express Lanes on I-10 without a FasTrak account:

How do I pay for my toll if it has been more than five days since I drove the SB Express Lanes? 

If more than five days have passed since your trip on the SB Express Lanes on I-10 and payment was not processed through FasTrak or at SBExpressLanes.com/PayOnline, you should receive a Notice of Toll Evasion in the mail soon. If it was your first time driving the SB Express Lanes without paying, the notice will include information on how to pay the toll without penalties. 

What should I do if I still receive a Notice of Toll Evasion after I paid online? 

To resolve the violation(s), go to SBExpressLanes.com/violation and log in using the violation and reference numbers on your notice. Enter your payment confirmation number and apply your toll payment to resolve the violation(s).

What is a Notice of Toll Evasion? 

A Notice of Toll Evasion is issued to the registered owner of a vehicle that traveled on the SB Express Lanes on I-10 without a valid FasTrak account/transponder and/or the toll was not paid online within five days. 

Why did I receive a Notice of Toll Evasion Violation? 

If a vehicle enters the SB Express Lanes on I-10 without a valid FasTrak account/transponder and/or the toll is not paid online within five days, a violation will be processed for each transaction and a Notice of Toll Evasion will be mailed to the registered owner of the vehicle with payment instructions for the toll amount plus a $25 penalty for non-payment of toll for each trip which must be paid within 30 days to avoid additional penalties and further enforcement measures. 

How can I pay my Notice of Toll Evasion?

What if I received a Notice of Toll Evasion and did not own the vehicle at the time? 

A Notice of Toll Evasion is mailed to the registered owner of the vehicle. Information contained on the notice is provided by the Department of Motor Vehicles. If you received a Notice of Toll Evasion, you were listed as the registered owner of the vehicle on the date of the violation. If you sold, leased, or rented the vehicle, or if it was stolen, you may dispute the violation online or complete Section A or B (whichever is applicable) on the reverse side of your notice and return it to the address provided on the notice. Disputes must be submitted within 30 days of the notice mailing date and must include the required supporting documentation.  

What do I do if I have a FasTrak account with The Toll Roads, the account and payment processing partner for the SB Express Lanes, and receive a Notice of Toll Evasion?  

Drivers with a FasTrak account who received a Notice of Toll Evasion from the SB Express Lanes can:

  • Call the Customer Service Call Center at (909) 333-4791 
    • M-F 8:00 a.m. to 6:00 p.m. and Sat. 9:00 a.m. to 2:00 p.m. 
  • Visit one of the Walk-In Centers:

Please know your violation and reference numbers, which are in the first column of your Notice of Toll Evasion. 

To prevent receiving future Notices of Toll Evasion, make sure your FasTrak account is up to date. Check to see if your method of replenishment has sufficient funds and has not expired, and make sure your transponder is properly mounted to your windshield for proper reading. Please contact your toll agency to update your account with new payment information, add new vehicle license plates and more. 

If you have recently purchased a car, make sure to add your new license plate number to your account.

What should I do if I am a FasTrak customer with another tolling agency and receive a Notice of Toll Evasion from the SB Express Lanes?  

To resolve the violation, you should: 

  • Contact the tolling agency that maintains your FasTrak account, update your vehicle information and check the status of your account. 
  • Obtain a copy of your account statement for the dates of the violation. This statement essentially states that your FasTrak account was in good standing on the date the violation(s) occurred. 
  • Email or fax the statement along with a copy of your Notice of Toll Evasion to  customerservice@thetollroads.com or fax to (949) 727-4991. 

What is the penalty for a violation on the SB Express Lanes? 

Each violation is assessed a $25 penalty in addition to the toll amount due. If you fail to respond to the first violation notice, a second violation notice will be mailed with an additional $25 penalty. Failure to respond to the second notice could result in an enforcement action, including a California Department of Motor Vehicles (DMV) hold being placed on the vehicle’s registration.

Can the SB Express Lanes place a DMV hold on my vehicle registration? 

Yes, the SB Express Lanes has an agreement with the DMV to receive license plate information and authorize vehicle registration holds. If a driver fails to pay a Delinquent Notice of Toll Evasion Violation, the SB Express Lanes is authorized under Section 40267 of the California Vehicle Code to place unpaid tolls, fees, and penalties on a vehicle registration hold. 

Why do I get separate Notices of Toll Evasion from each agency? 

Each tolling agency issues their own Notice of Toll Evasion when the tolls and penalties are owed to those different agencies.  

I was carpooling (with three or more people), why did I receive a Notice of Toll Evasion? 

To be eligible for a carpool discount, you must have a properly mounted FasTrak Flex switchable transponder set in the proper position (3+) and a valid FasTrak account. If you used the SB Express Lanes on I-10 without a transponder, a photograph of your vehicle license plate was taken, and a Notice of Toll Evasion was sent to the registered owner if the toll amount due was not received within 5 days after your trip. To avoid receiving future Notices of Toll Evasion, you may establish a FasTrak account with any California toll agency including The Toll Roads, the account and payment processing partner for the SB Express Lanes.  

How can I dispute a violation? 

If you do not believe you are responsible for the toll(s) indicated on your Notice of Toll Evasion, or you wish to challenge any aspect of the notice, you may contest by requesting an Administrative Investigation. Please provide a written explanation of the reason(s) for contesting the toll(s) or any other aspect of the notice. You can submit section B on the reverse side of your Notice of Toll Evasion or provide the information online at sbexpresslanes.com/violation, and SB Express Lanes will investigate the circumstances described in your explanation. You are not required to deposit the outstanding tolls for SB Express Lanes to conduct an administrative investigation. 

What if I contested a Notice of Toll Evasion but do not agree with a guilty decision? 

If you are not satisfied with the results of the initial Administrative Investigation, you can request an administrative review hearing within 60 days of the postmark date of the results of the initial investigation. If you are not satisfied with the results of the second administrative review hearing, you can file an appeal with the municipal court. How do I resolve a Department of Motor Vehicles (DMV) hold? 

If a driver fails to pay a Delinquent Notice of Toll Evasion, SB Express Lanes is authorized under Section 40267 of the California Vehicle Code to place unpaid tolls, fees, and penalties on a vehicle registration hold. A $2 administrative fee is added to each toll violation placed on hold with the DMV. You may pay violation(s) that are placed on DMV hold either directly to the DMV with your vehicle registration or to SB Express Lanes.  

  • Payment may be made electronically by visiting our website at sbexpresslanes.com/violation by entering the violation reference number(s) and violation number(s).  
  • Payment can also be made by:

Please allow 24-48 hours for the DMV registration hold to be released. Once that time has passed, you must visit the DMV in-person and speak to a clerk directly. 

Carpool, Clean Air Vehicle (CAV) and Motorcycle Discounts

Do hybrid or electric vehicles receive discounts? 

Yes, Clean Air Vehicles (CAV) can use the SB Express Lanes and receive a 10 percent discount at all times.  

To be eligible for discounts on the SB Express Lanes, you must:

  • Have a valid FasTrak account,
  • Register your vehicle as a CAV with the toll agency you established your FasTrak account with, and
  • Use a properly mounted FasTrak transponder

Proof of CAV decal or additional information may be required.

Do carpoolers (with three or more people) receive discounts? 

Carpool discounts apply if there are 3 or more people in your vehicle and your FasTrak Flex switchable transponder is set to indicate 3+ people when traveling on the SB Express Lanes. A FasTrak account and properly mounted FasTrak Flex switchable transponder are required to identify the number of people in your vehicle and be eligible to receive a discounted price. 

Do motorcycles receive discounts when traveling on the SB Express Lanes? 

Motorcycles are permitted to use the SB Express Lanes without a transponder and will not be charged a toll.  

Why are CAVs being charged? 

In the interest of maintaining reliable travel times in the SB Express Lanes, SBCTA has identified, evaluated, and approved a group of congestion management strategies that include CAV toll discounts to ensure that the SB Express Lanes continue to provide substantial value and travel time savings to the maximum number of customers possible. 

The authority to charge CAVs discounted tolls for access to SB Express Lanes in the state of California was one of the provisions included in the original bill that granted HOV-lane access for qualifying CAVs. Allowance for discounted tolls for CAVs when accessing SB Express Lanes is also formally granted in California Vehicle Code Section 5205.5. 

What if I have a CAV, but I am carpooling (with three or more people)? 

If your vehicle meets the carpool occupancy requirements and the CAV discount requirements, you will receive the greater of the two discounts, in this case, the carpool discount.

Rental Car

How do I use the SB Express Lanes with a rental car? 

FasTrak Accountholders: 

If you have a FasTrak Flex switchable transponder: Before driving the SB Express Lanes, add the rental vehicle’s license plate number to your account temporarily and transfer the hardcase transponder to the vehicle.

If you have a sticker transponder: Sticker transponders cannot be moved from vehicle to vehicle. Before driving the SB Express Lanes, add the rental vehicle’s license plate number to your FasTrak account temporarily. License plate recognition will collect the toll(s) via your account.

Many rental car companies offer ways to pay tolls conveniently through the rental agreement. Before driving a rental car on the SB Express Lanes, ask the rental car company how they process tolls and fees.

Non-accountholders: 

  • Pay Online: Rental car users can register their rental car to pay for tolls on the SB Express Lanes on I-10 online at SBExpressLanes.com/PayOnline. This option is only available for future trips because the rental car must be registered before making the toll trip.  Drivers can provide a credit card to cover trips up to 30 days in the future.

I rented a car and didn’t register it online before I drove the SB Express Lanes. What do I do now? 

You can register now if you plan to drive the SB Express Lanes again and want to pay future tolls directly. However, any trips incurred in your rental vehicle before you registered will be charged directly to you by the rental car company. You can contact your rental car company for more information on how tolls are charged. 

What if I need to change some of the information I provided when I registered my rental car? 

Click here to enter your payment confirmation number. Once logged in, you will be able to update your license plate number and state and the date of your trip. 

I am renting or borrowing a car for more than 30 days. What do I do? 

If you are renting or borrowing a car for more than 30 days, save your payment confirmation number and submit it here to change the end date of your rental period for up to 30 more days. Be sure to extend the end date before the original time period lapses to avoid penalties and fees. 

What if I return my rental or loaner car early? 

Save your payment confirmation number and submit it here to change the end date of your rental period to avoid having tolls charged to your credit card for trips you did not take. 

Equity Assistance Program

Does SB Express Lanes offer an Equity Assistance Program? 

Yes, the Equity Assistance Program includes both the Low-Income Resident Benefit and the Disabled Veteran Benefit.  

For the Low-Income Resident Benefit, qualifying San Bernardino County residents must first open a FasTrak account with The Toll Roads to receive a one-time credit which can be used for trips on the SB Express Lanes and/or a FasTrak Flex switchable transponder.

For the Disabled Veteran Express Lanes Benefit, qualifying disabled veterans must first open a FasTrak account with The Toll Roads to receive toll-free travel at all times on the SB Express Lanes.

Does SB Express Lanes provide any discounts for members of the military?  

SB Express Lanes does not have a discount program for active-duty military. Veterans (including disabled) are not active members of the military. Qualifying disabled veterans who live in San Bernardino County who open a FasTrak account with The Toll Roads, the account and payment processing partner for the SB Express Lanes, will receive toll-free travel on the SB Express Lanes.
